This is not an official publication of the City of Frisco. Using e-mail and web sites to communicate with the Citizens of Frisco is something I started in Late 1999. All opinions stated in this newsletter are not official positions or opinions of the City Staff, Mayor or Council.

Dear Maher,

It is amazing how fast the year went by.  This year, just like previous years, Frisco has seen a lot of changes.  If I attempted to list those changes, this newsletter would be too large to send out.  The growth rate continued the upward climb and we started the year with a population of 83,127 and an average 768 new residents every month in 2005. While I do not know what the population increase for 2006 is yet; we had a population of 92,198 as of December 1, 2006.  That gives us an approximate increase of 825 new residents every month.

Our citizens continued to see the results of the bonds that they approved in 2002. Proposition #1 was for $74.5 for roads, which passed with 91.5%.  I can't list all the roads that were completed in 2006; I think you can see the results around you. Proposition #2 was for $19 Million for a new Fire and Safety Town which passed with a 92.3% approval margin. Our firemen moved into the new facility this month and look for the grand opening/open house sometime in February 2007.   Proposition 3 was for $16 Million for a new Police Headquarters which passed with an 89.3% approval margin.  Our Police Department recently moved into their new facility and held their grand opening!  Proposition #4 was for $18 Million for a new City Hall, which passed with an 81.7% approval margin.  The City Hall was combined with the new Library, which was proposition #6 for $10 Million and it opened mid-year. Proposition 5, Heritage Center, Proposition 7, Senior Center, Proposition 8, Parks and Trails, Proposition 9, Recreation Center, and Proposition 10, Regional Arts District all passed with high percentage approval ratings. All the facilities are complete and open with the exception of the Recreation Center, which is under construction and the Regional Arts District, which will break ground in early 2007.

This year was also a record setting Fiscal year.  The net taxable value for FY07 is $9,838,456,420 which is a 20.6% increase from the FY06 value of $8,157,178,790. The gross taxable value increase is $1,740,930,269 and is shared between an increase of $717,703,122 in existing property values and $1,023,227,147 in new improvements and annexations.  Wow!  An increase of $1.7 Billion Dollars in property value and over $1 billion per year for the past 6 years.  Those are amazing numbers!   With the growth, we will hire an additional 230 new positions, which will bring us to approximately 919 positions in the City of Frisco.  36 of those positions will be in the Police Department and 23 will be in the Fire and EMS Department.

The list of good things that are happening in Frisco is very long and this newsletter is getting a bit lengthy, so I will cut it short. The one key word for 2006 is "fortunate".  We are very fortunate to live in a City where everyone cares about their community. We are very fortunate to have citizens who volunteer their time and effort in making our City a great place to live.  I am personally very thankful to Mayor Mike Simpson for dedicating his time and effort to making Frisco a great City.  I have honestly never seen anyone that works as hard and that gives 100% of his time helping others as Mayor Simpson.  Next time you see him, please thank him for all that he does for Frisco. While you are at it, thank his wife, Sandy, for all that she does. Between the two of them and their commitment to Frisco, we are a much better community.  We are also fortunate to have  a City Council that works well together and a City Manager who has been the foundation of all that has taken place here.  That is why the City Council has named our new City Hall the "George A. Purefoy Municipal Municipal Center".  George has been the only City Manager that Frisco has known and we are very fortunate to have him.

On a personal note, 2006 was a year of high's and lows.  In January, I was honored (and very shocked!) as Frisco Citizen of the Year at the 22nd annual Chamber of Commerce Gala.  It was very humbling to be included in the list of those that I have so much respect for.  Being chosen as Citizen of the Year, to me, was an indication and validation of the many good people we have living in Frisco. Without their hard work and dedication, I could not do many of the things that I received the honor for.  I will strive to live up to trust that others have placed in me.

2006 was also a year of personal family growth.  Watching Brandon turn 15 and get his drivers license learner permit was a personal milestone.  Never mind that he has been flying planes since he was 9 years old; it was still one of those proud "dad" moments!  Brandon had a great year on the Centennial JV football team as starting Center. He has come a long ways in football and really enjoys it.  Alisa turned 14 and also entered Centennial this year.  I'm feeling old; two of my three kids are in High School. HEY, I WAS JUST IN HIGH SCHOOL YESTERDAY!  (or so it seems).  Alisa still excels at sports, as she always has.  She is super excited about her brother getting a car and soon to be driving (amazing how close she is to him now  :-)   ).  Layna, the youngest, turned 8 and loves her sports also.  She is a student at Curtsinger and really loves school.  She really looks up to her older brother and sister.  Last, but of course not least, is my loving wife, Val.  Without her support and guidance, I could not serve the Citizens of Frisco and our community.  Val is very involved in Frisco and helping others, yet she still finds the time to keep this family firing on all cylinders. I wish I had half her energy!

This year also brought some sadness.  I lost a friend, Richard McKennon, in a motorcycle accident. Frisco lost a great person who helped those in need. I also lost a mentor and Frisco lost a community leader in the passing of Dr. Erwin Pink.  Dr. Pink touched just about every life in Frisco in one form or fashion.  He cared about our community and through that love and passion, helped Frisco become what it is today.  I also lost another dear friend, Ann Warren, who's kindness and compassion was a true inspiration to many of us. Many friends and volunteers lost loved ones in 2006 and I join them in celebrating their lives and all that they have done.  2007 is an opportunity for us to reflect on those who can't be here with us in body, but will always be with us in mind and spirit.

Also, 2006 saw the continuation of the drought. A very dry 2005 was followed up with another dry year in 2006.  Conservation became the key word and our residents came through. We are far from recovering from the drought, so we need to continue our efforts. Thankfully, as I write this newsletter, it is raining outside. Every sprinkler in Frisco should be turned off and remain off during the winter. Short of watering your foundation, landscaping goes dormant and does not need water especially when we get occasional rain.  We need to allow our lakes to replenish for the summer of 2007.

I look forward to serving you for the remainder of my term in 2007.  From my family to yours, we hope you have a Happy and Safe New Year!

Sincerely Yours, Maher Maso

New Calendar

With so many events going on in our City, I am toying with the idea of an on-line calendar. I have not decided which one to use yet, so you may see several different variations. How well it works will be the deciding factor of whether I implement it permanently. You can see the calendar on my web site by clicking HERE or you can go directly to the calendar by clicking HERE. Keep in mind, the calendar is located on an outside web site, so you may end up seeing some ads. I have no control over that.

For now, I have allowed anyone to make additions. This web site, my e-mail list/newsletter and this calendar are for civic purposes only. I do not accept commercial advertisements and I do not accept payment for listing your event. For now, I will allow civic group to add their events to the calendar. These events will not show until approved and I reserve the right to not approve any event. I will most likely disable that feature in the future and have users send me the calendar items directly. To add an event, simply click on the add event button at the bottom (or, you can just e-mail me!).

Meetings in Red are City Council or P&Z meetings. Meetings in blue are all other City Board meetings.

Please let me know what you think or if you have any suggestions.
