Update

 

I finished the conversion of the Comcast e-mail addresses to the new Roadrunner (Time Warner) address.  I hope everyone who was converted is still getting this newsletter. The conversion was not easy; mainly due to Time Warner not converting everyone over yet.  During the conversion, I noticed that a few people have duplicate e-mail addresses (work and home, two home, etc..). If you are receiving duplicate copies of this newsletter and you do not want to, send me an e-mail with which e-mail address you would like me to remove.

 

For those that have not made it to Frisco Square and Christmas in the Square yet; you do not know what you are missing. The Light Display runs nightly and there are events every weekend.  See the Schedule for a list of events.  This weekend is not to be missed.  At approximately 5:30PM on Saturday, 4 (yes, count them, 1, 2, 3, 4) F-16 Jets are flying over Frisco Square at approximately 1000 feet.  I understand that afterburners are going to play a part in their flyover.  I also understand that Santa is going to “drop in”.  They say that the lights scare the reindeer, so they won’t be landing. I think Santa is going to have to just hop out and float down.  On Sunday, the outdoor Movie on tap is “Elf”.  So, bring your warm blankets, chairs and hot chocolate and enjoy Christmas in the Square.  The Theme for this Saturday’s Christmas in the Square is “Holiday Veteran Salute”. On another subject, eyewitness reports in West Frisco state that a Bobcat is wandering the creek areas.  If you have small pets, please be aware that Frisco has a lot of farm land and recently developed areas still see the occasional wild animals.  Small pets and children should not be unattended and pet food should not be left outside.  Along the same lines, with the cold weather we are having, precautions should be taken to shelter your pets.

 

Watering/Sprinklers: Please please please, turn off your automatic sprinklers. There is absolutely no reason to have your sprinklers on automatic in the winter.  Landscape is mostly dormant and you are creating an ice hazard with potential liability.  We have had incidents of sprinklers getting on streets and causing accidents. 

 

Irrigating during rain or freezing weather, even on your day of watering, is a violation of City Code.  Use soaker and handheld hoses for foundations.  There is not longer a time restriction on your days to water (it gets dark too early and most people do not like to hand water when dark).  The easing of the time restriction is from November 1st to February 28th.  We are still under a stage-3 restriction and area lakes are dangerously low. We need to allow them to recover as much as possible before next spring/summer. 

 

HOA Presidents.  Last Monday, the City of Frisco held an Homeowners Association Presidents meeting at the new Frisco PD headquarters. Turn-out was extremely low.  Are you a President of an HOA? Are you on the board?  You are not helping your HOA by not communicating with the City and taking advantage of the information that the City passes on to the HOA’s.  Someone from every HOA should attend. If you did not receive an invitation, please contact Amy Gill at the City of Frisco. Also, please send her your HOA information and contact numbers so that important notices can be forwarded to your HOA.

City of Frisco Taxes

 

COLLIN COUNTY HANDLING PROPERTY TAX COLLECTION FOR CITY OF FRISCO

 

(December 6, 2006) The City of Frisco contracts with Collin County for the billing and collection of its property taxes, which are due now through January 31, 2007.

 

            The Collin County tax bill includes Collin County, City of Frisco and Collin County Community College district taxes.   Those property owners

living in Denton County will still receive three statements -- one from FISD; one from Denton County and one from Collin County, which will bill for the City of Frisco taxes due.

 

            You can pay your taxes in person at the local Collin County office located on the second floor of the new City Hall facility, inside the George A. Purefoy Municipal Center, 6101 Frisco Square Boulevard.

 

            The Collin County Tax Assessor-Collector Office is open 8 a.m. to 5 p.m. Monday through Friday and an additional two hours on Wednesdays (8 a.m. to 7 p.m.).  For more information, call 469-362-5800.

 

New Sewer/Trash Rates

 

NEW SEWER, TRASH RATES IN EFFECT

 

(December 6, 2006)  New sewer rates, as well as commercial and residential trash rates, are in effect and will be noted in December bills.  The new sewer rate is $2.22 per thousand gallons, up from $1.57.  The new residential trash cart rate is $10.00 per month (excluding taxes), up from $9.00.  The rate for additional trash carts – for both commercial and residential -- is $7.00 per month (excluding taxes).

 

            Various commercial rates were also increased.  Please see the website or call Environmental Services at 972-292-5900 for more information.   In November, the City of Frisco passed an ordinance raising sewer and trash pickup rates.  The residential rates had not been adjusted since 1994.

Santa Helper Drive-Through

 

We're excited to work with WFAA-TV as the new Central Fire Department and Frisco Fire Safety Town serve as host to Troy Dungan's Santa's Helper drive-thru event on Wednesday, December 13th.   Everyone is invited to bring a new, unwrapped toy and drive through the new Central Fire Station and Safety Town during the hours of 4:00 pm to 7:00 pm and meet Troy Dungan of WFAA-TV.   As well, during the evening, WFAA-TV will broadcast live from our event site.    Santa's Helpers is also partnering with Frisco Family Services to ensure Frisco will benefit from the generosity of our citizens and provide toys for those less fortunate in our community.

Roadway Update

 

-- S.H. 121 Update (last official update from TxDOT and City: 11/15/06)

 

n        Independence, Hillcrest & Coit: Intersections now complete.

 

 

n        Ohio:  Currently closed for crossing 121, you can only turn on S.H. 121.  An Overpass will be constructed for northbound and southbound Ohio.  Construction started this week.  TxDOT anticipates having the Ohio Overpass complete November 2007.

 

n        Preston: The final configuration will be three levels:  The service roads as the 1st (bottom) level, Preston Overpass as the 2nd (middle) level, and SH 121 as the 3rd (top) level.  Preston Overpass is open to vehicles.

 

n        Parkwood:  All lanes are open.

 

n        Legacy: This intersection is estimated to be complete January 2007.  TxDOT anticipates switching roadways on November 21, 2006.  Vehicles will be redirected to the new concrete pavement on the east sides of the intersections.  The roadway shifts will start in at 9:00 AM and should conclude around 4:00 PM.

 

n        Service Roads: The new service roads to Dallas North Tollway are open to vehicles.

 

n        Spring Creek:  TxDOT anticipates switching roadway on November 20, 2006.  vehicles will be redirected to the new concrete pavement on the east sides of the intersections.  The roadway shifts will start at 9:00 AM and should conclude around 4:00 PM.

 

n        Main Lanes:  TxDOT anticipates having the main lanes complete July 2007. Construction paving began at Preston in the eastbound direction.

 

-- Lebanon is closed over Dallas Parkway. Marked detour routes will be in place for both westbound and eastbound vehicles on Lebanon.  Eastbound vehicles will be detoured south to the u-turn at future John Hickman Parkway where motorists will then be able to return back north to eastbound Lebanon Road.  Lebanon will reopen to vehicles in June 2007.

 

-- Page Street -- from DNT to Library -- plus, one additional northbound lane on Dallas Parkway -- from Cotton Gin to Main Street -- are open to vehicles.  These openings will improve access to Frisco Square and the new City Hall/Library

 

-- Roadway improvements completed by the Texas Department of Transportation (TxDOT) and the City of Frisco should give motorists easier access to shopping areas in Frisco.

 

Improvements by TxDOT on S.H. 121, over the past year, should make access to and around Stonebriar Centre Mall much easier.

 

The Preston Road overpass is open, as well as the S.H. 121 / Parkwood Blvd. interchange.  TxDOT will also hold off any lane closures affecting mall access until after the first of the year.

 

The City of Frisco will complete a new signal at Parkwood Blvd.

and John Q. Hammons Dr. this week -- before Thanksgiving Day.  This new signal will facilitate vehicle access for the Stonebriar Centre Mall drive on Parkwood Blvd.  City of Frisco staff will be monitoring congestion and adjusting the timing of the signals surrounding the mall this Friday, Nov. 24, when volume is expected to peak.

 

Drivers are encouraged to access the west side of the mall from the new signal on Parkwood Blvd. south of Gaylord Parkway and avoid Preston Road if at all possible. Drivers may also access the south side of the mall from the signals at the S.H. 121 / Preston Road interchange.’

 

Comprehensive Project Update:

 

This information was passed out at the HOA Presidents meeting. This is not a complete list. As you can see, Frisco stays very busy and I am very thankful for our engineering department and our entire staff. They juggle many projects that are beneficial to our citizens. As soon as we remove one from this list, we usually end up adding two more. I am also very thankful to our citizens who have voted for the bonds that allow us to build the needed infrastructure.

 

 

Signals:

 

-- The new signal at Coit and Rolater is currently in flashing operation.  Motorists are urged to use caution when traveling in this area.

 

-          Custer/Eldorado: The City of McKinney began construction this month and signal should be complete by the end of December.

-          Eldorado/Legacy – TxDOT has indicated that construction will start in November. The Construction should be finished by late December.

-          Hammons/Parkwood – This signal was completed on November 12, 2006 as a fast-track project to accommodate the mall congestion this Christmas season.

-          Legacy/Lakehill- The bid award for this signal was approved by Council on October 17. Construction will be complete by April 2007.

-          Legacy/Academy – The bid award for this signal was approved by Council on October 17. Construction will be complete by April 2007.

-          Legacy/Wakeland – Under Construction/estimated completion in December.

-          Main/Gary Burns – Under Construction. Estimated completion by end of January, 2007.

-          Main/Independence – This signal is being reconstructed with the widening of independence. The reconstruction will be complete in summer of 2007.

-          Main/Trails Parkway – Design is complete and is out for bid. Estimated completion of April 2007.

-          Preston/Meadow Hill – Design began in October 2006. TxDOT expects to have the temporary signal complete in spring of 2007 as part of the SH 289 Project.

-          Rolater/Independence – Estimated completion of summer 2007.

-          Teel/Trails Parkway – Design is complete and out for bid. Estimated completion of April 2007.

 

Roads – State Projects:

 

-          FM 2478/Custer Road (Stonebridge – US 380) Engineering Design Services for the City of McKinney are 50% complete. Frisco Staff is currently working with City of McKinney to develop agreements on design and funding.

-          FM 2934/Edlorado Parkway (FM 423- DNT). Engineering Design Services are 100% complete for Eldorado from FM 423 to Dallas North Tollway.  Final approval for Environmental Assessment is expected in December of 2006.  Right-of-way acquisition is estimated to begin in February 2007. Franchise Utility companies are preparing plans for relocations and will begin once ROW has been acquired. If ROW and Utilities are clear, TxDOT will lett project in April 2007.  Construction is estimated to take 18 to 24 months.

-          FM 3537/Main Street (Preston Road – Custer Road). Plans are 50% complete. ROW Acquisition phase. Estimated Completion of Late 2009, early 2010.

-          FM 423 (Stewart Creek RD – US 380). Engineering Design services is 95% complete.  Environmental Clearance Received in July of 2006.  ROW and Utility Phase.  Bid for Middle Section is anticipated for September 07 with completion of approximately 24 months.  Plans for North Section (“Wye” at FM 720 to US 380) are 65% complete and will most likely bid in March of 2008 with approximate 24 month construction time.

-          Frisco Square Street Improvements (Frisco Square, Page, Cook). Two phase project. Construction began in June of 2006 and is currently 90% complete. Anticipated completion date of December 2006.

-          Frisco Square Blvd Railroad Crossing – Plans are 65% complete.

-          SH 289/Preston Road (Main Street – US380). Engineering is 90% complete. Environmental clearance received in June of 2005 and TxDOT is acquiring ROW.  Estimated construction of 30 months.

“The 2007 Winter Games of Texas are quickly approaching!  Don’t miss your chance to register for one of 13 sports being featured at this years’ Games.  The Winter Games of Texas are unique to Frisco, and are a partnership between the Texas Ama teur Athletic Federation, Frisco Convention & Visitors Bureau and the Frisco Parks & Recreation department.  Athletes from the area, as well as across the state, will compete January 13 & 14, 2007 in venues throughout Frisco.  For registration information or to volunteer for the Games go to www.taaf.com/wintergames.asp  This year, the Celebration of Athletes will be January 13, 2007 at FISD Memorial Stadium.  The Winter Games Village will feature a snow village, live entertainment, face painters, bounce houses and much more. The Athlete Parade, lighting of the Winter Games torch, fireworks and more will follow inside Memorial Stadium.  Entrance this year is with the donation of a canned good or non perishable item to benefit Frisco Family Services.  You can drop your donation off at Merry Main Street at the Winter Games of Texas tent, at all of the Capital One locations in Frisco and one in Plano, or at GattiTown.  For more information contact 972-963-9225.”

 

 

·          Frisco Police Department Grand Opening.  The City of Frisco and the Frisco Police Department Invite you to the Grand Opening of the Frisco Police Department new Headquarters.  Please Join us on Thursday, December 14, 2006 at 4:00 p.m. at 7200 Stonebrook Parkway.  This is right across from Frisco High School.   This is your chance to see some of the secure areas of the new headquarters.  Open House and Tours of the Building will be some of the highlights. We will also dedicate the artwork “Transparent Strength” by Damian Priour.  Bring the kids as McGruff the crime Dog will be in attendance.
