Happy Thanksgiving!!!

 

It is hard to believe that we are fast approaching the 100,000 population mark.  As of November 1st, we are now at 91,426 residents and growing.    Many exciting things are always taking place in Frisco; so if you are looking for something to do with your family, just keep your eyes open to the many announcements.  

 

With the Holiday season upon us, we all need to be watchful over our community. By far, the biggest problem we have is burglary.  Unlocked car doors with items visible, open garage doors, etc.  For anyone interested in seeing the raw data of each call from June through the end of October, e-mail me and I will forward it to you. It is an Excel spreadsheet that shows all the incidents and a graph. It makes for very interesting reading.

 

Status of Comcast to Time Warner changeover:  A good portion of this e-mail list has Comcast addresses.  For the time being; none have been converted.  If you were changed over to Time Warner (Roadrunner), your Comcast address is still working. Comcast forwards your e-mail to Roadrunner.  For example, if your e-mail address was mmaso@comcast.net, you now have an e-mail address called mmaso@tx.rr.com.  Most users have now changed the e-mail client they are using to check their tx.rr.com address.  Sometime in the near future, I will auto-convert all addresses from Comcast.net to tx.rr.net, so you do not have to do anything on your end. However, if you change your actual name, you will have to re-subscribe.  E-mail me if you have any questions.   There is no need to send me a note to let me know your e-mail address changed from Comcast to Timewarner unless you changed your actual username.  When I convert the e-mail addresses, you may get a notice that you have been unsubscribed and then another message that informs you that you have been subscribed to the list.

 

The first annual “community” parade took place on November 11th and it was a huge success.  It was a bit chilly, but turnout was very strong. I enjoyed meeting many of you (I was the one standing on top of the fire truck with my two girls and wife protecting me from the wind!).  Look for this event to grow every year and include many more organizations.  Thanks are in order to the many volunteers who helped make it a huge success.  Special thanks are in order for our very own Mayor Mike Simpson who was very passionate about making sure the original homecoming parade continued as the community parade.  Also, Council Member Tony Felker, Shana McKay-Wortham, John Pozadzides, Steve Walsh and Buddy Minett are also to be thanked for working hard to pull this off.

 

Also, on the second page of this newsletter, you will notice I left in the Frisco Holiday Celebrations.  This year, the celebrations are not to be missed!  In keeping with the family atmosphere in Frisco, you will find numerous things to do that are for all ages.  I encourage you to take your family and attend some of these events; your children will not be disappointed.

 

 

Form of Government

 

With the fast growth in Frisco, many of our citizens have located here from other States and may not fully understand the type of government we have in Frisco.  Texas State Law allows two forms for local cities.   Most Cities in Texas are General Law cities, which are usually under 5,000 population and have not adopted a home rule charter.   General Law cities have very limited power. The second form is Home Rule, which cities can adopt after they have reached a population of at least 5,000. 

 

Voters must approve the Home Rule designation once the 5,000 population is reached.   The current form of government and the place-system that we use was decided upon by a City Charter Review Commission made up by Citizens and then voted on by the Citizens of Frisco.  The original Charter was adopted in January, 1987 and set up our “Council-Manager” form of government which included a City Manager, a Mayor and six Council Members, places 1-6. The Charter was last amended in May of 2002. 

 

There are three Major types of Home-Rule Cities in Texas:

 

Mayor/Council:  There are two forms of the Mayor/Council type of Home-Rule.  Strong Mayor and Weak Mayor.  Houston, for example, is a strong mayor form of government.  The City Charter determines the type of power that the Mayor possesses.

 

Commission:  This form of government is very rare in Texas and originated in Galveston.  Power is spread between commission members.

 

Council/Manager form:  This is the form of government that Frisco uses.  This form allows the City Manager to carry out the administration of the City and the Mayor/Council to set policies. 

 

Among all these forms, there are many hybrids as allowed by the specific city charter. 

 

In Frisco, Mayor and Council elections are nonpartisan and all positions are “at-large”  This at-large system basically allows any  resident who meets the City Council qualifications to run for any of the places. There is no specific residency requirement and the entire electorate may vote for any of the places. 

 

Is there any other system? Yes.  You can find examples of the different ways to elect a Mayor and Council in some of our neighboring cities. Some use a combination of systems.  As we get larger, I would like to see us consider going to eight Council positions and continue to use the at-large system, but with 4-6 seats having geographical residency requirements (but still allow the entire electorate to vote for them). Of course, this is only  my opinion.  It will be up to the citizens, through a charter review commission and an election, to decide if they want to make any changes.

 

There are two basic types of Council elections:  Single-member district system or the at-large method. However, they can be broken into sub-systems (or what I call “hybrids”).

 

At Large System, no districts:  In this system, you can live anywhere in the city and run for any of the places available in that election year. The entire electorate may vote for you.  This is the form that Frisco now uses.  A variation of this is that you must live in a certain geographical boundary to run for a specific place. However, the important distinction is that the entire City may vote for you. This is not what we call “single member districts.” An example of this is Plano.  Plano has eight Council places (one of which is the Mayor).  All places run and serve at large, which means that the entire city votes for each position when there is an election for that place.  However, places one, two, three and four must reside in a specific geographical area.  This ensures that every part of the city has a representative, yet that person must be acceptable to the entire city as every voter has the opportunity to vote for them.  I like this system the best. It allows at least one individual on council to live in a specific part of the city and thus, brings additional understanding of the dynamics of that area to the Council.

 

Cumulative voting or preferential voting.  This is not as widely used. Many independent school systems use this method.  There are basically two types; “ free cumulative voting” and “equal and even cumulative voting.”  This system  allows the top vote getter(s) to win. No majority is needed.   Let us assume that there are three places up for election this year and seven individuals running for office. The voter would receive three votes to use as he or she wishes.  The top three individuals to receive the votes, regardless of place, would win office. Even if the top vote getter only received 40% of the vote.  In free cumulative voting, the voter may cast all three votes for one person.

 

Single-Member Districts.  In this system, the city is split up into districts. An individual must live in this district to be eligible to run for that seat AND only the residents of that district can vote for him or her. Many cities use this system. However, it tends to create situations where the best interests of the entire city take a back seat to the interests of a certain neighborhood.  The city of The Colony uses this system.  They have six council places and the Mayor.  Four of the council places have residency requirements and only the voters in that area vote for that place.  Two of the Council places are at-large as is the Mayors position.

Holiday Hours

 

n        Collin County offices will be closed on Thursday and Friday, November 23-24, in observance of the Thanksgiving holiday. This includes parks offices, public works, courts and all other administrative offices. Offices will reopen on Monday, November 27th.

 

n        City of Frisco Thanksgiving Hours: City Offices will be closed on Thursday and Friday, November 23 and 24. Regular hours resume Monday, November 27.  Alumni Hall Fitness Center will be closed November 23-26.  Frisco Senior Adult Center Closed November 23 and 24. Regular Hours for Saturday, November 25: 9-1 & 4:30-8:30.  Frisco Library closed November 23-26. 

 

n        Trash Collection – Curbside Recycling:  There will be NO trash service on Thursday, November 23, Thanksgiving Day.  Residents with Thursday collection will be serviced on Friday, November 24. Residents with Friday collection will be serviced on Saturday, November 25.  Place carts out by 7 a.m.  No other routes are affected. 

Traffic Update

 

-- S.H. 121 Update (last official update from TxDOT and City: 10/13/06)

 

n        Independence, Hillcrest & Coit: Intersections now complete.

 

 

n        Ohio:  Currently closed for crossing 121, you can only turn on S.H. 121 right now.  An Overpass will be constructed for northbound and southbound Ohio.  Construction started this week.  TxDOT anticipates having the Ohio Overpass complete November 2007.

 

n        Preston: The final configuration will be three levels:  The service roads as the 1st (bottom) level, Preston Overpass as the 2nd (middle) level, and SH 121 as the 3rd (top) level.  Preston Overpass is now open to traffic.

 

n        Parkwood:  All lanes now open.

 

n        Legacy: This intersection is estimated to be complete January 2007.  TxDOT anticipates switching traffic on November 21, 2006.  Traffic will be redirected to the new concrete pavement on the east sides of the intersections.  The traffic shifts will start in at 9:00 AM and should conclude around 4:00 PM.

 

n        Service Roads: The new service roads to Dallas North Tollway are open to traffic.

 

n        Spring Creek:  TxDOT anticipates switching traffic on November 20, 2006.  Traffic will be redirected to the new concrete pavement on the east sides of the intersections.  The traffic shifts will start at 9:00 AM and should conclude around 4:00 PM.

 

n        Main Lanes:  TxDOT anticipates having the main lanes complete July 2007. Construction paving began at Preston in the eastbound direction.

 

-- Lebanon is closed over Dallas Parkway. Marked detour routes will be in place for both westbound and eastbound traffic on Lebanon.  Eastbound traffic will be detoured south to the u-turn at future John Hickman Parkway where motorists will then be able to return back north to eastbound Lebanon Road.  Lebanon will reopen to traffic in June 2007.

 

-- Page Street -- from DNT to Library -- plus, one additional northbound lane on Dallas Parkway -- from Cotton Gin to Main Street -- are now open to traffic.  These openings will improve access to Frisco Square and the new City Hall/Library

 

-- Roadway improvements completed by the Texas Department of Transportation (TxDOT) and the City of Frisco should give motorists easier access to shopping areas in Frisco.

 

Improvements by TxDOT on S.H. 121, over the past year, should make access to and around Stonebriar Centre Mall much easier.

 

The Preston Road overpass is now open, as well as the S.H. 121 / Parkwood Blvd. interchange.  TxDOT will also hold off any lane closures affecting mall access until after the first of the year.

 

The City of Frisco will complete a new traffic signal at Parkwood Blvd.

and John Q. Hammons Dr. this week -- before Thanksgiving Day.  This new traffic signal will facilitate traffic access for the Stonebriar Centre Mall drive on Parkwood Blvd.  City of Frisco staff will be monitoring traffic and adjusting the timing of the traffic signals surrounding the mall this Friday, Nov. 24, when shopping traffic is expected to peak.

 

Drivers are encouraged to access the west side of the mall from the new traffic signal on Parkwood Blvd. south of Gaylord Parkway and avoid Preston Road if at all possible. Drivers may also access the south side of the mall from the traffic signals at the S.H. 121 / Preston Road interchange.

 

-- The new traffic signal at Parkwood and John Q. Hammons is now in flashing operation.  Motorists are urged to use caution when traveling in this area.

 

 

Smoking Ban

 

FRISCO bans ALL smoking in restaurants; 

creates ‘smoke free’ work place

 

(November 8, 2006)            The Frisco City Council has amended the city’s smoking ordinance to prohibit smoking in restaurants and to create ‘smoke free’ work environments.

                During last night’s regularly scheduled council meeting, the Frisco City Council voted 4 – 3 to amend Frisco’s 2000 smoking ordinance.

                Beginning Nov. 18, all smoking will be banned in restaurants. 

                However, restaurants which have installed smoke ventilations systems -- as required for designated ‘smoking areas’ under the 2000 smoking ordinance -- will have five years from the date the air purification system was installed to comply with the new rules.  

                The amended ordinance now provides regulations for a ‘smoke free’ workplace. 

Smoking will be prohibited in all enclosed ‘work place’ facilities including -- but not limited to -- common work areas, conference and meeting rooms, private offices, cafeterias, employee lounges and vehicles.   Employers have until Dec. 16 to communicate the policy to employees.

                While the 2000 smoking ordinance already banned smoking in enclosed areas at  ‘athletic events’, the amended, 2006 ordinance clarifies ‘athletic events’ by changing it to ‘sports arena’ and adding a definition for ‘sports arena’ to include stadiums, sports pavilions, gymnasiums, health spas, boxing arenas, swimming pools, roller and ice rinks, bowling alleys and other similar places.   

                Violators could be fined anywhere from $100 to $500.

Christmas in the Square

Frisco Square, a master-planned lifestyle community in the heart of Frisco, and NBC 5 announced today their plans to host Christmas in the Square, a one-of-a-kind holiday light extravaganza synchronized to music, combined with family oriented holiday activities each weekend in December. 

The extraordinary holiday light show will begin Friday, November 24, 2006 through Tuesday, January 2, 2007 from 6:00-10:00 pm on weekdays and from 5:00-10:00 pm on Saturdays and Sundays.  The synchronized holiday music will be broadcast on a low-power FM station as well as fed through speakers that can be heard throughout Frisco Square.  Featuring over 70,000 lights, 6.6 miles of wiring and 4.2 miles of extension cords, this unique Christmas light display was designed by Illumimax, LLC, a nationally recognized holiday lighting consultant and Frisco resident, Jeff Trykoski.  The Trykoski family has received local and national attention for their annual computerized Christmas light show at their home in Frisco in years past, and decided to team up with Frisco Square.  Examples of Mr. Trykoski’s past work can be seen at www.friscochristmas.com.

“This will truly be a one-of-a-kind event for all ages,” noted Jim Leslie, managing partner of Frisco Square.  “It’s a tradition that we’ve always envisioned bringing to Frisco Square and one in which we truly believe will capture the spirit of Christmas.” 

Each Friday, Saturday and Sunday evening in December, Frisco Square’s Christmas in the Square will feature unique holiday activities centered on the family.  Children of all ages will be entertained by a variety of evening activities which include outdoor movies, carriage rides, inner-tubing snow slide, “Toddler-Town” (including bounce house, track-less train rides and toys), balloon artists, face painters, snow machines, outdoor holiday village, holiday treats and a live Santa Clause for children to visit and make requests.  The complete nightly schedule can be seen at www.friscosquare.com . 

One night each weekend in December, families are encouraged to bring chairs and a blanket to enjoy holiday movies shown on a 28’ x 20’ inflatable, outdoor movie screen on the corner of Frisco Square Boulevard and Coleman AvenueHoliday movies include Christmas with the Kranks, Elf, The Grinch and Polar Express.

Merry Main Street

 

(October 27, 2006) Help deck the halls of the Senior Center at Frisco Square by trimming a tree!  Participate in ‘Festival of Trees’ – a new addition to the 16th annual Merry Main Street celebration to be held on Dec. 2.

            The Frisco Senior Adult Center Advisory Council, a non-profit organization, is inviting citizens of all ages to decorate Christmas trees, which will be displayed at a silent auction. Participants are asked to donate decorations.

            Fifteen artificial, 3 ft. trees are ready to be decorated and can be picked up at the Senior Center at Frisco Square, 6670 Moore Street.  A $20 deposit will be required at the time of pickup and refunded when the trees are returned decorated.  The deadline to return decorated trees is November 27, between noon and 7 p.m. at the vacant store front on 6100

block of Frisco Square, next to Bella Cosa.           Auction proceeds from the

trees will be used to purchase equipment and supplies for the Phase II addition of the Senior Center at Frisco Square, which is currently under construction.

            “We’re so grateful voters approved bond monies to build the Phase ll addition to the center,” said Judy Florence, Senior Center Supervisor.

“But we’ll still need some help filling the additional space with the equipment and supplies we need to serve our growing senior population.”

            Some of the items the Frisco Senior Adult Center Advisory Council plans to purchase with event proceeds include a portable stage, table coverings, exercise equipment, blinds, ceiling fans and a ceramic kiln and supplies.

            “We plan to make the Festival of Trees a regular feature of Merry Main Street,” said Florence.  “We hope folks will help us raise funds for the Senior Center and have fun helping us make Merry Main Street more festive than ever!”

            The Festival of Trees will be displayed alongside the entrees in the City of Frisco’s Annual Gingerbread House Contest. Historic Downtown Christmas

 

 The party begins in Historic Downtown Frisco for celebration of Merry Main Street 2006 on December 2, 2006 between 5 PM and 7 PM, continues on to Frisco Square and Frisco Commons between 6 PM and 9 PM.

 

 Merchants in Historic Downtown along with Frisco Square and Frisco City Hall will be glowing from 1,000’s of Christmas lights to celebrate the holiday season in our community.

 

In partnership with the City of Frisco, the Frisco Downtown Merchants Association, Frisco Family Services, Frisco Garden Club and the Frisco Women’s League will start the annual Merry Main Street celebration with the following activities between 2nd and 7th St. on Main Street.

Upcoming Events & Announcements

 

·                      The Frisco Merry Main Street is scheduled for December 2nd from 6:00 – 9:00PM.  This event is not to be missed.  There is a new location this year; it will be held at the new City Hall Plaza in front of the George A. Purefoy Municipal Complex in Frisco Square.  Projected attendance will be 10,000+.  Activities will include three stages of entertainment providing holiday music from Frisco’s 22 elementary schools.  For the children, there will be a Kid’s Holiday Store where children can buy affordable gifts for their parents.  A Gingerbread house contest along with holiday train rides, live reindeer, Ice sculptor, Santa’s workshop with arts and crafts, special visitors from the North Pole and much more will make this event a wonderful event for the entire family.  For an entire list of City events for the holidays, please visit HERE.

Thanksgiving day the Tornado will host the 2nd place Santa Fe Roadrunners on Friday, November 24th and Saturday, November 25th.  Face-off time both nights is 7:30pm at the Dr Pepper StarCenter in Frisco.  Friday night is The Cancer Monument Teddy Bear Toss Night!  All fans are encouraged to bring a stuffed animal or teddy bear to the game, and after the Tornado score their first goal Tornado fans will throw the animals or bears onto the ice.  The items will then be collected and later given by Tornado players to children in the pediatric ward at the Medical Center of Plano.  The Tornado will finish their final home game of the 11-game homestand on Saturday, November 25th against Santa Fe.  Saturday night will be a Tornado Poster Extravaganza!

 

 

·                      Fifth Annual Frisco Christmas Nativity Exhibit -- More than 500 privately owned nativity sets from around the world will be on display at the 5th Annual Frisco Nativity Exhibit.  This popular family-friendly event features a self-guided, museum-type experience and includes both indoor and outdoor live nativities.  Local musicians, including Tracie Reveal Shipman, St. Francis Choir, Frisco High School Choir, Centennial Orchestra, Wakeland High School Choir, Frisco Chorale and Frisco Community Band will perform holiday selections throughout both days and truly make this a community-wide event.  The exhibit will again be hosted by The Church of Jesus Christ of Latter-Day Saints located at 5095 Coit Road in Frisco, just north of Highway 121.  The event is free and will be open to the public Friday and Saturday, December 1st and 2nd from 10:00 am to 9:00 pm.  For concert schedule or more information, please visit our website at frisconativity.com or contact Ginger Upshaw at 972-898-5300.

Frisco Association for the Arts is accepting applications for Board of Directors beginning with the 2007 term.

Frisco Association for the Arts supports local art-related organizations in Frisco and Collin County  The mission of the Board of Directors is to prudently manage and put the financial resources to work for the benefit of the Arts in our community, and to sustain and build support for the arts as the community grows. As part of this effort, the organization offers grants to community arts groups on an annual basis, holds fund-raising events throughout the year, and sponsors other art events in the area.  The board is expanding to support the rapid growth in Frisco.

Requirements: 

Two-year term

Attendance at monthly Board of Directors Meeting, second Monday, noon

Commitment to financial and service contributions per calendar year, as defined by the Board bylaws and requirements

Chairmanship or co-chairmanship of approved committees

“The 2007 Winter Games of Texas are quickly approaching!  Don’t miss your chance to register for one of 13 sports being featured at this years’ Games.  The Winter Games of Texas are unique to Frisco, and are a partnership between the Texas Amateur Athletic Federation, Frisco Convention & Visitors Bureau and the Frisco Parks & Recreation department.  Athletes from the area, as well as across the state, will compete January 13 & 14, 2007 in venues throughout Frisco.  For registration information or to volunteer for the Games go to www.taaf.com/wintergames.asp

 

This year, the Celebration of Athletes will be January 13, 2007 at FISD Memorial Stadium.  The Winter Games Village will feature a snow village, live entertainment, face painters, bounce houses and much more.
