Wow, the City Council Agenda does not get any more controversial than this!  Between the legal issues in executive session, including S.H. 121 (More on this in the next newsletter), Billboards, City Sign Ordinance and the usual economic development stuff, the regular agenda is full of issues that we have dealt with in the past.  Agenda item 13 is about the current sign ordinance.  Agenda item 17 is one that the Council has heard previously, which is regarding the extension of the drinking hours in Frisco from midnight to 2AM.  Many of you have weighed in heavily on this issue in the past.  The Council can simply extended the hours by a vote or chose to call an election (which is what agenda item 18 allows if they so chose). 

Also, please be aware, Frisco has one confirmed case of West Nile Virus and a second case is under Investigation.  The City reminds residents to protect themselves against mosquito bites.  The Press Release can be found HERE.

Just remember, this is your government and I know that the Mayor and Council welcome your comments before making their decisions.  If you want to send your comments to the Mayor and current Council Members, you can send an e-mail to "mayorandcouncil@friscotexas.gov".  This will reach all of them.  Also, if you have my e-mail address as "mmaso@friscotexas.gov", you can change that to "mmaso@ncc.com".

a.      Section 551.071.  Meeting with City Attorney regarding a matter(s) in which the duty of the City Attorney under the Texas Disciplinary rules of Professional Conduct of the State Bar of Texas conflicts with the Open Meetings Act regarding:

                                i.            Legal issues regarding the Tolling of State Highway 121;

                              ii.            Legal issues regarding Preston Trail Stone;

                            iii.            Legal issues regarding Daisches Commercial Billboard;

                             iv.            Legal issues regarding City's Sign Ordinance; and

B.)  Consider and act upon approval of a Resolution authorizing the City Manager to execute a hosting Agreement by and between AWS Convergence Technologies and Frisco Central Fire Station and Safety Town for a weather monitoring station and camera. (Fire)

 

C.)  Consider and act upon adoption of a Resolution authorizing the City Manager to execute a Pilot Project Agreement by and between the City of Frisco and EADS Secure Networks North America, Inc. (Police)

 

D.)  Consider and act upon adoption of a Resolution authorizing the City Manager to execute an Interlocal Agreement by and between the City of Frisco and the Collin County Department of Homeland Security for Data Sharing. (Police)

 

E.)  Consider and act upon adoption of a Resolution authorizing the City Manager to execute a Contract by and between the City of Frisco and Frisco Independent School District for paying one-half of the non-grant funded salary expenses for police officers assigned to the schools in a School Resource Officer (SRO) Program. F.)   Consider and act upon a recommendation from the Parks and Recreation Board to approve the proposed Master Plan for Panther Creek No. 3 Neighborhood Park and adoption of a Resolution thereto. (Parks and Recreation)

M.) Consider and act upon award of bid 0707-071 for a bucket truck to Grande Truck Center. (Engineering)

 

N.)  Consider and act upon adoption of a Resolution authorizing the City Manager to execute a Contract by and between the City of Frisco and Express Pest Control and for spraying for mosquitoes. (Planning & Development)

 

O.)  Consider and act upon adoption of Resolution ratifying Public Hearing for Budget. (CMO/ACM)

 

9. Legislative Agenda

(These items may legally require Council Action, but by Council Policy should be the City Manager’s responsibility.  The Legislative Agenda can be acted upon in one motion.  The concurrence of two council members is required to remove any item for separate discussion and action.  Council members may vote nay on any single item without comment and may submit written comments as part of the official record.) 

A.)  Consider and act upon adoption of an Ordinance amending Chapter 90, article VII of the code of Ordinances of the City of Frisco by amending Ordinance Numbers 04-08-68 and 06-10-104 Automated Red Light Enforcement Regulations by deleting fees applied to administrative adjudication hearings; by providing additional requirements for violation notices; by extending the deadline to request an administrative adjudication hearing; by establishing procedures for an administrative hearing; providing a repealing clause; providing a severability clause; providing for the imposition of civil penalties; and providing a effective date. (Police)

 

B.)  Consider and act upon adoption of an Ordinance to rezone 100.4+ acres on the north side of Main Street between Legacy Drive on the west and the Dallas Tollway on the east from Planned Development-186-Commercial-1/Office-2, Retail, and Industrial to Planned Development- Commercial-1/Office-2/Multifamily-1.  Neighborhood #46.  (Planning & Development Services)

10. Public Hearing:  Specific Use Permit SUP06-0015, A request for a Specific Use Permit for a self-storage facility on one lot on 6.3+ acres on the east side of FM 423, 300+ feet south of Old Newman Road and consider and act to direct staff to prepare an Ordinance of the same.  Zoned Commercial-1.  Neighborhood #42.  (Planning & Development Services)

 

11. 14. Consider adoption of a Resolution of the City Council of the City of Frisco, Texas, determining public necessity to acquire, by purchase or condemnation, certain properties for right-of-way and/or related easements for the construction of and/or improvements to Eldorado Parkway/FM 2934, from FM 423 to the Dallas North Tollway; giving notice of an official determination to acquire properties for right-of-way and/or related easements for Eldorado Parkway/FM 2934, from FM 423 to the Dallas North Tollway; authorizing the City Manager of the City of Frisco, Texas to establish procedures for acquiring properties by purchase or condemnation; appropriating funds; making offers; and providing for an effective date. 15. 18. Consider and act upon calling an election of the voters of the City of Frisco to adopt or reject the proposed Late Night Ordinance that authorizes the sale of alcoholic beverages by holders of a Mixed Beverage Late Hours Permit until 2 a.m. on any day. (City Council/MS)

 

19. Consider and act upon whether to direct staff to submit a written notice of appeal on behalf of the City Council to Planning & Development Services, pursuant to Article IV, Section 1.07(C) of the Comprehensive Zoning Ordinance and/or Section 4.05 of the Subdivision Regulation Ordinance, regarding action taken by the Planning & Zoning Commission on any site plan or plat.  Any written notice of appeal must be submitted to Planning & Development Services. 20. City Council discussion with City Staff concerning any actions required by City Staff as a result of any item on tonight’s agenda.
