Warrant List
The Collin County Sheriff's Office is now posting a searchable list of
more than 35,000 active warrants on the county's web page. The list covers
active arrest warrants from Class-C misdemeanors to First-degree felonies, and
includes fine amounts, bond amounts and the name, physical description and the
last known address of an offender. The web page also has instructions posted on
how those on the list can pay off late fines and fees, plus ways to alert
authorities on where to find those being sought.
The Active Warrants List includes
offenses from fishing without a license to unpaid traffic tickets to burglary
and other felony crimes that have been committed in Collin County.
Late last year, the Collin County Sheriff's Office began posting the county jail's Current
Inmate List online as well. Both can
be reached from the Sheriff's Office section of the website.

up-to-the-minute critical information."

Greetings,
I hope this newsletter finds most of you enjoying your day off on Memorial Day. During your day off, I hope you take a moment and reflect on the sacrifices for all those who have died n our nation's service. Please join me and rest of Frisco in honoring by attending the Frisco Memorial Day event. With school being out, this is a great event to bring the entire family. The importance of helping our youth understand the sacrifices that have been made for the good of all us is invaluable. While
many cities and towns lay claim to being the birthplace of Memorial
Day, President Lyndon Johnson officially declared that Waterloo N.Y.
was the birththplace. For a complete history, you can visit HERE. The Memorial Day service will be held at Frisco Commons Park on McKinney Road. The event is sponsored by the City of Frisco, the Frisco Garden Club and the VFW. The event will start at 9 a.m. The Frisco Community Band will perform and a fly-over is planned.
I have received many questions about the on-going Stage 3 water restrictions. As of this newsletter, stage 3 is still mandatory in Frisco. The Frisco City Council has not yet met since the last NTMWD meeting where some cities have relaxed their restrictions. While I support going to a Stage 3 voluntary or Stage 2, we have to be very cautious how we approach this. While the lake Lavon has recovered significantly (see the graphic below in the left-hand colum), some of the other water issues remain. For example, to continue planning and building new reservoirs; Collin County needs to show that we do not waste water. A recent article in the DMN highlights the dangers as Dallas was in danger of losing future water reservoirs.
Also, while Lake Lavon has recovered, Lake Chapman has not. As we all know, this is Texas and heat of summer is not yet here. Until our new water supplies come on-line later this year or early next year, we need to continue to conserve. With all the recent rain fall, we should have 0 use of irrigation water for the near future. I look forward to reviewing our reports for the next meeting and making some modifications to the existing restrictions. Don't forget, we still have a City Council election coming up. Early voting starts soon for the run-off between the four remaining candidates. See below for additional information.

AIDS Outreach
This June 16th St. Francis AIDS Outreach is planning a grooming supply drive
for AIDS Services of Dallas and also a food drive for
The Resource Center of Dallas. All items are to be dropped off
in the Narthex of St. Francis of Assisi Church 8000 El Dorado Pkwy Frisco
between the hours of 9:30am - 4pm . Due to severe space constraints items cannot
be accepted outside of these times. Tax receipts will be available upon
request. Here is a brief description these services
.
AIDS Services Dallas provides
medically supportive housing, meals and transport to people in need that are
suffering the effects of HIV and AIDS. They currently have 4 houses with approx
225 residents.
- Ewing Center consists of 22 units, 5 one-bedroom
apartments, 15 efficiencies, and 2 special need beds/rooms.
- Revlon Apartments are designed to accommodate individuals
and families, with 20 one-bedroom and 7 two-bedroom apartments.
- Completed in September 1996, Hillcrest House is unique in
that it provides service to individuals who are formerly homeless and living
with AIDS/HIV. Hillcrest has 64 single-unit efficiencies.
- Spencer Gardens, named in memory of Diana, Princess of
Wales, opened its doors in August of 1998 and provides housing for 12 low-income
families with children affected by the virus.

The AIDS Resource Center
provides information and prevention education. The AIDS Resource Center now
offers a wide range of programs to assist individuals and families affected by
HIV and AIDS. The continuum of services includes: HIV awareness and prevention
education/outreach; nutritional services including a food pantry and hot
lunches; information & referral; community health programs; and a wide
variety of other social support services.
The AIDS food pantry feeds upwards of 1,000 people a week
many of whom are homeless. Their greatest needs are canned meats such as tuna,
chicken, spam, as well as canned fruits. We will be collecting these as well as
other nonperishable items such as beans, rice, soups etc. If any one would like
to donate fresh produce or frozen items such as meats or fish they do have
refrigeration/freezers on site. But for that I would need to be notified ASAP so
that I can arrange to get it down there quickly. I do humbly request that
canned goods are not expired or dented too badly as due to the health status of
many of these people they can get sick quite easily.
Also, If anyone would like to make a monetary
donation they can send a check to St. Francis of Assisi AIDS Supper Club and
those funds will go directly to helping those living with HIV/AIDS. If anyone

City Council Elections
Well, we had a relatively low turnout
for the City Council election on May
12. Because
none of the candidates received over 50%
of the vote, the top two candidates in
each place will have their names placed
in the June 16 election, which is called
a "Run-Off Election".
Any registered voter can vote in the
run-off. It is NOT limited to
those that voted in the May 12th
election.
The Frisco Chamber of Commerce is
holding a candidate forum on May 30,
2007 at the Chamber offices at 6843 Main
Street. The time is from 7:30-8:45

Movies in the Square
FRISCO SQUARE TO HOST "MOVIES IN THE SQUARE"
EVERY FRIDAY EVENING THIS SUMMER
Frisco, TEXAS (May 16, 2007) -
Frisco Square, a master-planned
lifestyle community in the heart of Frisco, today announced their plans to host
Movies in the Square featuring
family-oriented movies each Friday evening at 9:00 PM beginning June 1 through
August 10, 2007. Studio Movie Grill, which is opening at Frisco Square in
December 2007, is a lead sponsor of Movies in the Square.
The movies will be projected on a giant, 26' x 13'
inflatable movie screen located in Frisco Square and there is no charge to view
them. However, summer-time refreshments such as snow cones, popcorn and nuts
will be available for a nominal fee. Families are encouraged to bring lawn
chairs or blankets to enjoy the outdoor movies in comfort.
"Frisco Square is becoming known for its family-friendly
events such as Christmas in the Square and Fair in the Square," noted Jim

Patterson Rehired as an ASSISTANT CITY MANAGER (May 16, 2007) A familiar face is returning to the City Manager's Office at Frisco City Hall.
Ron Patterson will serve Frisco as one of its two Assistant City Managers beginning June 20.
Patterson, 46, will oversee the administration of the Police, Fire and Information Technology departments. He will also assist the city manager, George Purefoy, on special projects -- primarily those related to development and capital projects.
"I'm really excited," said Patterson. "It's a rare opportunity when you get to come home. Both my daughters were born there (Frisco) and it's a blessing to return to such a dynamic city," said Patterson.
Patterson is no stranger to the City of Frisco. He served as the Assistant City Manager for the city of Frisco from December of 1993 through June of 2000 when he left to take a job as City Manager of Kerrville, Texas.
After five years, Patterson left Kerrville in the summer of 2005 to become the City Manager of Forney, Texas where he has continued to serve before being rehired by the City of Frisco.
"Ron's professionalism and character are at the top in city management," said George Purefoy, City Manager. Mayor Mike Simpson echoes Purefoy's confidence in Patterson's experience, skills and management style.
"We're delighted to have Ron back in Frisco," said Mayor Simpson. "We have a lot of respect for what Ron accomplished when he was here before. He knows our city and he has a great relationship with our city manager and staff. He'll be able to 'hit the ground running' during a critical growth period for Frisco."
Patterson's other work history includes six years in Human Resources with the City of Carrollton. Patterson also has an extensive military background. In December of last year he retired from the Texas Air National Guard after serving for 23 years.
"His military experience plus his past experience with Frisco combined with his past seven years as a city manager in Kerrville and Forney make Ron a great fit for Frisco's needs at this time," said Purefoy.
Patterson holds a Master of Public Administration degree from the University of North Texas and a Bachelor of Science degree in Public Administration from the University of Texas at Dallas.
Patterson has been married 22-years to his wife, Taylor. They have two daughters, Rachel, 13 and Lauren, 7.
"I understand the basis on which the community was built," said Patterson. "The knowledge I have about the community from previously being there, as well as the knowledge I've gained from working as a city manager for seven years will help me in my new position with Frisco," said Patterson. "I also think my military background, particularly my work in data communications, will help me in my new role."

We are currently recruiting new instructors to teach a variety of classes that will provide residents with positive recreational experiences and opportunities to learn new skills. Whether you would like to teach tots, youths, adults or seniors, we would like to hear about your ideas.
Classes can be taught in the form of a workshop, lecture or weekly class. Instructors are paid a percentage of the participants' registration fees and classes will be promoted in our Frisco Fun Activity Guide. The classes may be held at your place of business, or at a Parks & Recreation facility, including the new Recreation & Aquatic Center. The Frisco Parks & Recreation Department requires instructors complete a class proposal packet, provide certifications, references, and complete a background check prior to teaching a class.

Frisco ISD School Beat
The May 2007 School Beat newsletter from the
Frisco Independent School District:
- Board members were sworn in at May school board
meeting and officers elected. Three incumbent board
members, who were not opposed in this election
cycle, Laura Ellison, Renee Ehmke and Dan
Mossakowski, were sworn in on May 21. Buddy Minett
was re-elected as president, Richard Beaver as vice
president and Ellison as secretary. The election is
done by the board members.
- Several resolutions were given by the board to
high school students who advanced to state
competition in the areas of UIL academics, art, fine
arts, track and field, tennis, German, golf, soccer,
speech and debate, TASSP All-State Academic
Excellence Team, and National Merit Scholarship.

- Retiring Director of Special Programs, Alicia
Richmond, presented plans to change the pre-k
program from full-day to half-day. Frisco was the
only area district that provided extended-day
pre-kindergarten. The half-day program allows the
district to serve more students, have a smaller
teacher to student ratio and better utilize space.
- The 2007-2008 budget process is still under
discussion. Director of Finance, Rusty Craig,
discussed raising the beginning teacher salary and
raises for all teachers and the amount of money that
would be needed for new personnel.
- Construction on new FISD projects was updated at
the board meeting. Carroll Elementary is almost
complete and Robertson and Mooneyham should be
substantially complete no later than mid-June. An
annex to the Sam Carter Service Center is under
construction. It will house custodial offices,
security, textbooks and maintenance. Food service
and transportation will be in the current center.
Core Construction was approved as construction
manager for elementary #28. It is not yet known if
this school site will be needed in 2008 or 2009 to
relieve Spears and Bledsoe.
- Several personnel issues were approved at the
May board meeting. Rachel Taylor will be the new
principal at Riddle as Mia Bennett becomes Director
of Special Programs. Angela Romney will be the
principal at Wester Middle School as Kenny Chandler
moves to serve as Director of School Improvement.
Dr. Rick Bankston will be joining the Facilities and
Finance Department as Director of Research, Planning
Evaluation and Reporting. John Curran will be
Director of Technical Operations, Brad Longfellow
will serve as the Auxiliary Coordinator in
Personnel, Jaime McCracken has been hired as
district webmaster, and Tom Palacios will serve as a
district-wide parent liaison. Artie McLaurin will
serve as Secondary Science Coordinator, Dr. Deirdre
Parish will be assistant principal at Liberty High
School, Becky Specht will serve as assistant
principal at Robertson Elementary.
- FISD and the City of Frisco Environmental
Services were winners of the 2007 Sadie Ray Graff
Education Leadership Award and the Keep Texas
Beautiful Government Award. The award honored the
city and school district's environmental education
programs and was announced May 22.
- Graduation ceremonies are scheduled for May 28
at the Garland ISD Special Events Center. FHS is at
10:30 a.m. and CHS is at 2 p.m.
- The next school board meeting is June 4.

Music Conservatory of Texas Camps
The Music Conservatory of Texas has the following summer camps available: 
DayRockerZ rock-n-roll day camp. For students
10-15 yrs old emphasis on rock music, lforming a band and learning to
rehearse together and in sections, rock concert at last class. Students
choose a specific instrument at registration and will concentrate on through
out the camp. Tuition $350.00 plus registration fee. Three sessions to
choose from 9:00-4:00 June 11-15, July 16-20, August 6-10.
Keyboard Intro. for students ages 5-12. and
Piano For Little Folks for 4 yr old students. Both classes are
for beginning students to work on basics of music reading and understanding
rhythm. Tuition $140.00 plus materials and registration fees. Classes are
7 one hour lessons taught over two weeks. Three sessions to choose from
June 4-13 (only date for little folks class), July 9-18, August 6-15
Guitar Intro. For students ages 7-11. This
class is for beginners and includes music reading, melody and chord playing,
strumming and basic techniques. Tuition is $140.00 plus materials and
registration fees. Classes are 7 one hour lessons taught over two weeks.
Three sessions to choose from June 4-13, July 9-18, August 6-15.
Summer Singers Movie Musicals For students ages
6-10 yrs old. Learn correct vocal technique, breathing and warm-up
exercises. Songs will e from favorite Disney movies. Short performance at
last class. Tuition is $140.00 plus materials and registration fees.

Junior Citizen's Fire Academy
The Frisco Fire Department is now
accepting registrations for the 2007 Junior Citizen's Fire Academy (JCFA) being
held June 11th - June 15th. The program features
instruction by Frisco Firefighters on topics such as CPR and Basic First Aid
Training, Special Rescue Operations, Firefighter Hiring Process and much more.
Students will have the opportunity to dress in bunker gear, tour fire stations,
view the daily life of firefighters and participate in a simulated vehicle
extrication exercise.
The program is designed for persons 14 years
of age and older. Interested applicants should complete an Application Packet
available at all Frisco Fire Stations or online at
www.friscofire.com. The JCFA will meet daily from 9:00 am until 4:00 pm
with all classes originating at the Frisco Central Fire Station. For more

limited to 20 students.

Municipal Outdoor Pool Opening
The City of Frisco Municipal Outdoor Pool will open for the 2007 summer season Saturday, May 26. The Municipal Outdoor Pool is located at the corner of Maple and Mimosa streets in downtown Frisco. The outdoor pool season runs from May 26 - August 19.
Season Pool Passes may be purchased at the Alumni Hall Fitness Center during regular business hours of operation and also at the Municipal Outdoor Pool starting May 26 during public swim hours.
Bring the family and help kick-off the summer outdoor pool season on Monday, May 28. Come enjoy a day at the pool with music, games, prizes and more! Regular pool admission applies for this event.
