CALENDARS

For those that are using my Community Calendar, I have made some modifications to make it more user friendly. I have turned on the ability for anyone to enter their own calendar events. If you are part of an organization that has a function or event coming up, feel free to enter it. It will not display right away as all new items must be approved before being made public.  This calendar is a community calendar and not for business or private usage.   You can find the calendar HERE on my web site or directly on the calendar web site.  Both sites allow modifications.  To keep the newsletter from getting too large, I am reducing the number of repeat articles and simply moving them to the calendar.

Warrant List

The Collin County Sheriff's Office is now posting a searchable list of more than 35,000 active warrants on the county's web page. The list covers active arrest warrants from Class-C misdemeanors to First-degree felonies, and includes fine amounts, bond amounts and the name, physical description and the last known address of an offender. The web page also has instructions posted on how those on the list can pay off late fines and fees, plus ways to alert authorities on where to find those being sought.

The Active Warrants List includes offenses from fishing without a license to unpaid traffic tickets to burglary and other felony crimes that have been committed in Collin County. Late last year, the Collin County Sheriff's Office began posting the county jail's Current Inmate List  online as well. Both can be reached from the Sheriff's Office section of the website.

Sheriff Terry G. Box said: "The Internet is an important source of information in today's world, and this addition to our website will allow the public access to up-to-the-minute critical information."

This is not an official publication of the City of Frisco. Using e-mail and web sites to communicate with the Citizens of Frisco is something I started in Late 1999. All opinions stated in this newsletter are not official positions or opinions of the City Staff, Mayor or Council.

Greetings,

Okay, I am still officially a Council Member and still your Mayor Pro Tem.  It looks like I will be serving until we canvass the next election, which will be on June 19, 2007.  Don't trash my cell phone number yet  :-)   See the election information below. Also, the approved fee structure for the new Recreation Center can be found HERE or simply go to my web site and look on the left site under current issues.

Yes, we are still in stage three water restrictions.  As you can see from the graphic in the left border towards the bottom, Lake Lavon is almost back normal levels.  However, Lake Chapman is still considerably low.  The North Texas Municipal Water District is evaluating whether a change in restrictions is warranted.  I am going to ask the Council to consider having them present at the next meeting.  They are having a meeting with the city representatives this Friday.   Also, see the article below about ET Irrigation Controllers.

Tonight (or last night, depending on when this newsletter goes out), we had our City Council meeting.  The Frisco City Council approved a resolution supporting NTTA submitting a bid to operate SH 121.  NTTA is a great organization that, in my opinion, is a much better option than using a CDA process and foreign for-profit companies to operate SH 121 if it becomes tolled.  NTTA has my gratitude for being aggressive in the short time they were given to submit this bid.  However, they still need permission from TxDOT (TTC) to have the bid considered.  While NTTA is waiting for that permission, they will submit anywhere if they do not hear from them by the deadline.  George Purefoy, Mayor Mike Simpson and myself attended the NTTA meeting as well as the County Commissioner meeting last week in Frisco.

I voted against the resolution because I had submitted my own resolution that did not use language supporting a Tollway.  I still stand behind the fact that I believe SH 121 can be built without tolling and I still do not support the idea of tolling Citizens an excessive rate to take care of the State shortfall for transportation.  However, I appreciate the NTTA's willingness to bid this project and reduce the high tolls that would be placed on our local citizens. I know the chances are slim, but I am holding out for the chance that TxDOT and the TTC will wake up and realize what a mistake this is.

I also appreciate the County Commissioners taking a strong stand against the CDA process and endorsing the
NTTA process.  By standing together, our regional will be able to do the right thing for our citizens.  I encourage anyone living in Denton County to contact county commissioner Cynthia White, who is the chairman of the Regional Transportation Council and encourage her to support the NTTA proposal and also to support that the RTC toll policies should be follwed for the toll costs.  Of course, You can also let her know you do not support tolling 121, but I'm fairly certain that the idea of not tolling SH 121 and using it to fund other road projects is not very popular at the RTC right now.

Of course, I am concerned that NTTA will not be given due consideration.  View this report from WFAA:
VIDEO.  I am happy to see NTTA fight for our residents and not allow the politics to stifle their involvement.  Also, TxDOT and the TTC are working hard behind the scenes to overturn recent legislation.  Additional Information. As I mentioned last week, I have placed some of the documents that we have submitted regarding the CDA Process. Here are the links again (or just visit my web site).

Collin County Memo
RTC Vs. TxDOT Memo
Environmental Assessment

I received some questions about why flags were flow at half-staff on Tuesday.  From our Fire Department:

" In accordance with a Presidential Proclamation, the U.S. Flag is to be flown at half-staff, for one day only, on Tuesday, May 15th. This is in honor of Peace Officers' Memorial Day. The U.S. Flag is to be flown at half-staff from 12:01 AM until 11:59 PM."

Don't forget, if you are receiving duplicate copies of this newsletter or my notices, I would like to know about it so I can fix the problem.  There are still several roadrunner and comcast duplicate addresses, so if you are one of those people, simply click at the bottom of this newsletter to remove one of the addresses or just E-mail me.

Have a great week!

City Council Elections

Well, we had a relatively low turnout for the City Council election on May 12.  The numbers are below.  Because none of the candidates received over 50% of the vote, the top two candidates in each place will have their names placed in the June 16 election, which is called a "Run-Off Election".

Some misconceptions:  Anyone registered voter can vote in the run-off.  It is NOT limited to those that voted in the May 12th election.   There is still time to register to vote, but voter registration become effective 30 days after they are received.  Contact the county elections office for additional information.

Also, there will be early voting and my, while it has not been decided yet, my guess is that the voting locations will also be the same.

Early Voting:

June 4, 5, 6 -- 8am - 5pm
June 7 -- 8am - 7pm
June 8, 9 -- 8am - 5pm
June 11, 12 - 7am-7pm

Election Day: June 16 - 7am - 7pm.

In Place 2, currently held by Bob Allen, the results were:

Fred Pascarelli  -- 802 - 38.06% [RUN-OFF ELECTION]
Jeff Cheney      -- 886 - 42.05% [RUN-OFF ELECTION]
Bart A. Crowder-- 419 - 19.89%

In Place 4, the seat I currently hold, the results were:

David L. Prince -- 1044 - 49.88%  [RUN-OFF ELECTION]
Chris Moss       --   842 - 40.23%  [RUN-OFF ELECTION]
David Preston
  --   207 -   9.89%

All the candidates should be thanked for volunteering their time and effort to help our community.  It is hard work making yourself available. As they have learned, it does take a lot of time.  Their involvement is a good role model for our citizens to follow.

ET Controller

No, this is not something you can use to call E.T.
An ET Controller is actually for your irrigation system.  Why am I talking about ET Controllers?  For starters, the City of Frisco now requires them in all new homes.  To fully understand what they are, I found a link at the City of Austin web site. It can be found HERE.

If you are interested in purchasing one for your home, the City of Frisco has made it very attractive to retrofit your unit.  Once you purchase an approved ET controller and have it installed, you can register your new unit.  Registration with the City costs $25.  However, you will then receive a $100 credit on your water bill.

Also, the importance of these controllers in conserving water is so well proven, the City of Frisco is instituting a plan to waive water restrictions for homes that install these controllers.  You will be able to water any day of the week once you purchase, install and register an approved controller.  However, you will still be required to follow time-of-day guidelines and water run-off restrictions.  New homes built with the ET controller can apply for water exemptions after their 30 day watering exemption.

A weather station will be located in Frisco that will be linked to and supported by the
A&M Irrigation Technology center.  The ITC has a whole bunch of data on ET Controllers and weather links.  Frisco will soon have a link on this site.

Additional information will be provided soon.  I plan on installing one of these systems soon and will let you know how it goes.

(May 14, 2007) Two men are being treated for severe burns at this hour after, witnesses say, one of the men doused himself with gasoline and used a cigarette lighter to ignite his clothing. As a result, a two story home in the 12000 block of Foothill Lane caught fire.

A 24-year-old man was flown by Careflight to Parkland Memorial Hospital in Dallas where he's in critical condition. A 27-year-old friend was transported by ambulance to Centennial Medical Center in Frisco. He's in stable condition.

Frisco firefighters were called to the home at approximately 4 p.m. this afternoon. Approximately twenty minutes later, the fire was out.

Frisco Fire Marshal investigators say three people, including the two burn victims, were home at the time the fire started. Witnesses told investigators one of the men ingested gasoline before spitting some of it out and igniting himself.

Investigators say the two other witnesses tried putting the fire out with a blanket, but one of the men was burned in the process.

Damages to the home are estimated at approximately $80,000, with the majority of damage confined to the kitchen area.

Teachers on Ice

Teachers on Ice Has Coaches, Captains and Teams Excited (May 8,2007)

Got Game?

Frisco Independent School District teachers are gearing up for the 4th Annual FISD Teachers On Ice hockey game hosted by and benefiting, the Frisco Education Foundation.

This East vs. West "grudge" match is scheduled for Friday, May 18th at the Dr. Pepper StarCenter in Frisco. Pre-game activities begin at 6:30p.m., Face-Off at 7:00p.m. "Teachers on Ice is the one time that FISD lays aside our policy of good will and continuity amongst the campuses and encourages some serious competition," says Rick Reedy, FISD superintendent. "It is for a worthy cause and is fun for everyone."

Matt Kimball (East Side), honorary captain and hockey aficionado is up to the challenge of going against the boss on the ice. "It's hard to tell who has more fun, the teachers or the kids watching!  It's fun for the kids to see their teachers and, in my case, their principal trying to skate with tons of hockey gear and a stick while chasing a puck.

In the past, we've gone easy on the West....after all their coach is Dr. Reedy and HE signs our contracts.  However, I'm feeling some good job security this year.  We will take no prisoners!" he said with bravado.

Kimball was unaware that a last minute change had been made and that Assistant Superintendent Richard Wilkinson is taking charge of the West team. Laurie Weeks (West Side) of Pink Elementary School and Kimball have been exchanging email about the upcoming event with Weeks bragging about West being Best and playing for the bosses.   Mayor Mike Simpson, coach of the EAST side is preparing his game winning strategy to bring home the "Bucket"!

While this fundraiser originally started out as an event for the teachers to have a "fun" time on the ice trying their skill at standing on ice skates much less skating and actually playing the game of hockey, it has since turned into a much anticipated annual event to see who will come away with the coveted "Stanley Bucket"! Teachers have gone as far as purchasing their own equipment, taking lessons, and joining hockey leagues to up their game and endurance. Don't be fooled however, skill level for the most part is still rated as "hilarious"! Allison Miller, Director of the Frisco Education Foundation says, "Teachers and staff have been calling and emailing me since the beginning of this past August to be sure Teachers On Ice was still on this year. Borchardt and Riddle Elementary have 7 teachers each representing their campuses alone! Anderson, Boals, Christie, Corbell, Curtsinger, Fisher, Isbell, Pink, and Smith Elementary also have teachers participating. Wester Middle School, Centennial High School, Frisco High School, Liberty High School, and Wakeland High School are representing for the secondary schools.

There will be a raffle, Chuck -A-Puck contest, Frisco Fire Clowns, Texas Tornado Jr. Ice Dancers to perform, and not to mention a hockey game filled with action, fun, cheering, and a lot of laughs for all! Teachers On Ice is an event the entire fam

[editors note:  As the coach who took on the dynasty of Dr. Rick Reedy in last years game, I can tell you that Dr. Reedy pulls all strings to win this game.  Our team gave it their best, but there was no question in my mind that Dr. Reedy and the clown.. er, I mean refree, had some kind of understanding.  Who really does sign those paychecks?   I will be there watching for any slight of hand tricks. -- Maher]
