Warrant List

The Collin County Sheriff's Office is now posting a searchable list of more than 35,000 active warrants on the county's web page. The list covers active arrest warrants from Class-C misdemeanors to First-degree felonies, and includes fine amounts, bond amounts and the name, physical description and the last known address of an offender. The web page also has instructions posted on how those on the list can pay off late fines and fees, plus ways to alert authorities on where to find those being sought.
 

The Active Warrants List includes offenses from fishing without a license to unpaid traffic tickets to burglary and other felony crimes that have been committed in Collin County. Late last year, the Collin County Sheriff's Office began posting the county jail's Current Inmate List  online as well. Both can be reached from the Sheriff's Office section of the website.

 

Sheriff Terry G. Box said: "The Internet is an important source of information in today's world, and this addition to our website will allow the public access to up-to-the-minute critical information."

I hope everyone made it through Tax Time!  You can now take a big sigh of relief (I hope) and move on with your life.   While the picturenewsletter title below pokes some fun at the IRS, just remember, we are very fortunate to live in a country where we are free to earn a living for our family and to have the opportunity to better ourselves and those around us.  Not everyone is as fortunate as we are. 

For those who have sent e-mails about the traffic on Eldorado, please see note under "Traffic Update" Below.  Also, thanks are in order to the many citizens who have sent me their opinion on the new Recreation Center Fees (see the last Agenda I sent earlier in the week).  The item was tabled at our Council meeting for additional review by our staff. Look for it on the next Agenda.

Speaking of our freedom; we also have the freedom to vote.  The upcoming City Council elections are very important to the future of our City. Please take the time to get educated.  You can get additional information on the election at the
City of Frisco Voting Information Page.
 


Last week was challenging.  Mayor Simpson had an out-of-town trip and I had the honor of covering for him. While I have done that in the past and stay busy with City Business anyway, it was still a very hectic week. If I was slow on responding to your e-mails, I hope you understand.  While I have said this before, I will say it again: We are very fortunate to have Mayor Simpson working for us.  He spends day and night representing our City and puts 100% of his energy on doing his best to make our City newsletter titlesuccessful.  Next time you see him, please say thank you for all that he does.

Speaking of Mayor Simpson, join me as we
dedicate the Miracle League of Frisco field in his honor on Saturday morning at 9:00am.  The dedication/naming of the field will be held at Harold Bacchus Community Park between Coit and Custer on the Southside of Main Street. 


The  Calendar for community events is going really well.  Don't forget, you can put your own events on there, you do not have to -mail me (although I am happy to do it also).   You can find the calendar HERE on my web site or directly on the calendar web site.  Both sites allow modifications.  To keep the newsletter from getting too large, I am reducing the number of repeat articles and simply moving them to the calendar.  The calendar is very powerful, don't forget to click on the actual events to get additional information and links. For those that enter their own information, learn how to place links in the comments!


The tolling of S.H. 121 is still a very hot issue both locally and at the State Level.  You can keep up-to-date by visiting some of the links I put in the last newsletter. Corridor Watch is updated regularly, so you can find some of the latest action there. You can also subscribe to their e-mail list which always contains current information.  I wrote a little more about S.H. 121 below.


If you have not heard yet, our very own Texas Tornado hockey team has again made the playoffs (yes, again!!).  Additional information can be found below.



Yes, You will notice three golf tournaments below.  Both are for great causes.  I am not really a golfer (well, actually, I am not sure I should talk about myself and use the word golfer in the same sentence).  However, it is important to help our local organizations and schools.  So, if you would like to play and need the partner, send me an E-mail me and I may play with you.  Don't worry, I will pay my own way. Remember, Council Members are not allowed to accept perks like that.   Also, don't forget, relay for life is tonight (see below)!


Join the Heritage Association of Frisco for the FLETCHER HOUSE PLAQUE DEDICATION scheduled for 21 Apr 2007 at 10:00 AM.

THE FLETCHER HOUSE is located at 7604 Oak Street. This Classic Revival "beauty" was built circa 1906 on acreage purchased from the Blackland Townsite Co. The present owners, Don and Beverly McIver, have graciously offered to open their home for refreshments and a tour. This event is open to the public.

I just returned from the groundbreaking of the Tollway Service Roads north of 380. Thanks to NTTA, County Commissioner Joe Jaynes, the City of Prosper and many other individuals for making this happen. 

For those interested in the Leadership Frisco Program, applications are now being accepted.  Please feel free to e-mail me and I can forward you the application. I don't have enough details to list everything in this newsletter, but hope to have that info soon.  In short, Leadership Frisco is a great program hosted by the Chamber of Commerce that will teach you everything you need to know about our City and Region.  I recently retired from that organization, but was the chair at one point and was involved from the very first year. Several or our Council Members have gone through the program.

S.H. 121/Tollway

It looks like the Moratorium bill at the legislature will pass with enough votes to over ride any Governor veto.  Unfortunately, it looks like Collin County and our region is exempted.  What this means is that S.H. 121 may end up being only one of a few CDA's in the State!  It seems that the money that is promised to other road projects that is coming out of our pockets is simply too much to resist.  It did not help that our regional transportation committee and some local elected officials have pushed for the CDA process.  Of course, Frisco does not have a seat at the RTC, so our opinion does not really matter.

I have been asked why oppose this?  Here is my go as Letterman would put it (and not in any specific order) of why a CDA is a bad idea. (note: I started with the #10 and had to quickly change it to 15!).

15.  What is the total cost to Collin County citizens and those who use the Tollway? TxDOT will receive approximately $2.1 billion by selling it in an up-front payment. I have seen estimates that show the cost to our citizens over the life of the contract (50+ years) is upwards of $20-30 billion!  That makes a lot of sense.

14. TxDOT and local governmental entities will not be allowed to build or expand competing highways.  This non-compete agreement allows high usage of the new Tollway.  If competing highways are built, fees would have to be paid to Cintras (the private Spanish company).

13. Cost Per Mile - Starting at 14.5 cents per mile. This is significantly higher than North Dallas Tollway right now. Also, that is cost per mile for cars. No one has answered if rates will be higher for other vehicles, such as trucks.  If they are, where is that truck traffic moving to, local roads?

12. Cintras will be allowed to raise rates (I have heard up to 30%) during peak traffic periods on Tollway. Thus, tolls could be 17, 18 or 19cents a mile for certain hours of the day!

11. If you use the new Tollway, you could be paying more per year in tolls than City Taxes!

10. Creates a society of have and have nots. If you can afford it, you get to get to work on time. If you can't, you are stuck in traffic or can't chose where you can work due to lack of affordable mobility.

9. City and private entities donated Right of Way to the State for S.H. 121 with the knowledge it would be a freeway.  Some of this ROW was purchased with your tax dollars. Thus, double taxation.

8. State Highway 121 is already funded with gas tax dollars from DNT to Hillcrest Road. In fact, it is engineered and is already under construction and is schedule to be 100% complete soon. You have already paid for this road! They are planning on selling that portion to Cintras also (we are now up to triple-taxation).

7. You will have no say in setting tolls -- it is a private company  (hmm.. taxation without representation comes to mind).

6. When the four local cities that are most affected by this said no, the rules were changed and cities outside of the area, through RTC, were given the decision making ability. Oh, and some money for the roads that go through their towns was used to sweeten the pot.

5. This reason contains sub-reasons:  The 130 reasons why it is a bad idea given by our engineering department (if you want to read it, I hope you have enough time allocated!).

4. This is a temporary fix. What next? Milking our region for every cent does not solve the State's traffic problems.  This Band-Aid approach is not helping anyone.  What happens 5 years from now? What is the next funding method, to charge you a usage fee to leave your driveway?

3. This reason is for those that say we can't build S.H. 121 without selling S.H. 121 to a foreign company:  YOU ARE WRONG. S.H. 121 can be built if we worked together as a team with sensible heads. This CDA process has NOTHING to do with building S.H. 121 and EVERYTHING to do with taxing our region, which is viewed as wealthy, to solve the States lack of funding for the highway system.  Everyone would like S.H. 121 built, but not at all costs and long-term implications to our region AND State.  This issue has never been about getting S.H. 121 built, that is not the discussion.

2. Escalation rate:  Unlike the DNT, the rates start out very high and will increase every two years based on an annual CPI.  This Spreadsheet takes the CPI increase over the last 50 years, takes the average increase (4.094%) and applies it to the peak and non-peak starting rate. This sheet is not up-to-date, but very close to what is being proposed.  I don't know about you, but I am looking forward to paying rates that I would have to mortgage my house to get the funds for!  Don't forget, your local government will have their hands tied because the road will be controlled by a foreign investment firm.

1. And last, but not lease (and since I do not want to go to 20+ reasons), The environmental study is not complete or accurate, economic impact to our region would be negative, traffic on sideroads would increase, Frisco would have two major Tollway that go through our boundaries, we may end up paying for maintenance of medians and traffic light bills (how many different ways can we tax our citizens?) and, of course, your local elected officials (that would be us) have no say in representing you!   And, I'm not sure about you, but I really want to pour my tax dollars into the coffers of a foreign owned company instead of reinvesting in my own community.   Do you think we can get them to build our next fire station for us?

Also, MOVIES ON THE SQUARE will begin on June 1st.  Every Friday night from June 1 through August 10, 2007, bring your lawn chair and blankets and enjoy an outdoor movie for the entire family.  Just like the Movies on the Square last Christmas, except warmer!  If you kids have never experienced a drive-in movie, this is the next best thing. 
 

Traffic Update


S.H. 121 Project:

Independence -- All Lanes are open

Hillcrest -- All lanes are open
 
Coit -- All lanes are open
 
Ohio -- An Overpass will be constructed for northbound and southbound Ohio.  This intersection was closed April 24, 2006. TxDOT anticipates having the Ohio Overpass complete October 2007. Traffic on Ohio was switched to the new jughandles last week in order to divert traffic while construction occus for the overpass.
 
Preston -- All lanes are open

Parkwood -- All lanes are open

Legacy -- This intersection opened to traffic the week of April 16. The U-Turns will open at a later date.

Spring Creek -- This intersection opened to traffic the week of April 16. The U-Turns will open at a later date.

Service Roads -- The new service roads to Dallas North Tollway are open to traffic

Main Lanes -- TxDOT anticipates having the main lanes complete July 2007.

I have received several e-mails about the traffic on Eldorado. Most of you are aware that Eldorado is a State (TxDOT) Project. The City of Frisco has made it a priority for some time, but progress with TxDOT is slow (you are welcome to contact them, it can't but help!).  Regarding the signal at Teel and Eldorado, please see this item that was on our last agenda. I believe this will explain what our engineering is trying to do. They have put a lot of time and effort on that intersection and will continue to do so.   Agenda Item  

We have been so frustrated with the slow progress, we made a major decision recently to move Panther Creek Parkway way up in the time-line. Several weeks ago, our engineering department authorized HNTB to start surveying for the extension of Panther Creek Parkway from Teel to just east of the DNT. Our goal will be to design and complete construction of the above section of Panther Creek Parkway by July 1, 2008.

Recognizing that the reconstruction of Eldorado Parkway by the Texas Department of Transportation continues to be delayed for a variety of reasons, we believe that Panther Creek Parkway provides much needed relief to the traffic congestion issues currently being experienced along Eldorado Parkway.

In line with the completion date above of July 1, 2008, we intend to have design completed within 6 months and construction completed within 9 months of the completed design. In roadway construction time - this is super fast and as quickly as it can be done. Assistant City Manager Nell Lange has added the projected construction costs of Panther Creek Parkway to our proposed bond sale recommendation which will be presented to City Council this May.

TxDOT Public Hearing

 

SH 289 From US 380 to Marilee Road

 
The Texas Department of Public Transportation (TxDOT), in cooperation with Collin County, will conduct a public meeting for the purpose of soliciting public comments on the proposed improvements to State Highway (SH) 289 from one quarter mile north of U. S. Highway 380 in the Town of Prosper to Marilee Road (County Road 60) on the Grayson County line.  The corridor is approximatetly 13 miles in length.  The roadway would be modified to meet current TxDOT design standards.  The roadway is proposed to be improved by widening the existing two-lane roadway to a four-lane facility as follows:
 
a.From US 380 to Farm-to-Market Road (FM) 1461 the proposed facility would consist of six 12-foot wide travel lanes with curb and gutter and a raised 18-foot wide median.
 
 b.From FM 1461 to SH 289 Business the proposed facility would consist of four 12-foot wide travel lanes with curb and gutter, and a raised 42-foot wide median.
 
 c.From SH 289 Business to Marilee Road (CR60) the proposed facility would consist of four 12-foot wide travel lanes with 10-foot outside shoulders, a 14-foot wide flush median to provide left-turn storage and protection, and grass-lined drainage ditches.
 
The Public Meeting will be held at Rucker Elementary School, 402 S. Craig Road, Prosper, Texas, 75078 on Monday, April 30, 2007.  The Public Meeting will be an Open House format between the hours of 6 pm and 7 pm followed by a discussion/presentation.
 
Maps, drawings, and other information about the project will be on display at the meeting to allow interested persons to learn more about the proposed project.  Project personnel will be available to assist in orientation and interpretation of the drawings and other material on hand, and to discuss possible mobility and enviromental effects of the propsed project.
 
All interested persons are invited to attend this Public Meeting and express their views on the proposed project.  Verbal and written comments from the public may be submitted either in person, or by mail to:

As many of you are aware, I have served on the Frisco City Council since 2000.  My term ends in May of this year and I am at term limits.  Council Member Bob Allen is also at term limits at the same time.  This May, you will be electing two new Council Members.

Early voting begins April 30 -May 8. Voters may cast early ballots at Frisco Fire Station #4, 4485 Cotton Gin; Preston Ridge Campus, Collin County Community College, 9700 Wade Blvd.; and the Collin County Elections Office, 2010 Red Bud Blvd., Suite 102, in McKinney.

Early voting hours are Monday through Friday, 8 a.m - 5 p.m. Extended early voting hours are May 3 from 8 a.m.-7 p.m. and May 7 & 8 from 7 a.m. -7 p.m.

The General Election will be held Saturday, May 12 from 7 a.m.- 7 p.m. In an effort to provide voter convenience and encourage higher voter turnout, the City of Frisco will continue to offer three polling locations. Voters must cast ballots at their designated polling place.

I attended the survivor celebration recently and spoke to the attendees. I had never really talked about my battle with cancer in a public setting before, so I did not know what to expect and was fairly nervous about it.  Timothy Connell, Capital One; Maher Maso; Barbara Krehbiel, RFL Comm. MemberBut, along with the fundraising that takes place to help cure this terrible disease, Relay for Life is a way for those of us that are touched by cancer to join together and use the power of friendship, prayer, comaraderie and finding a cure.  Please take a moment tonight and thank all those volunteers. Relay for LifeRelay For LifeŽ is a fun-filled overnight event designed to bring together those who have been touched by cancer in our community.

At the event, we celebrate survivorship and raise money to help the American Cancer Society in its mission to save lives, help those who have been touched by cancer, and empower individuals to fight back. During the event, teams of people gather at schools, fairgrounds, or parks and take turns walking or running laps. Each team tries to keep at least one team member on the track at all times.

But, Relay is much more than a walk around a track. It is a time to remember those lost to cancer and celebrate those who have survived. It is a night for people who have shared the same experience to comfort and console one another. During this event, we honor survivors during the Survivors Lap and we remember those we lost to cancer during the Luminaria Ceremony. We also celebrate life, friendship, and a chance to work together toward a cancer-free future.

Collin County ImageMost importantly, Relay gives you the power to help in the fight against cancer. By joining together as volunteers and donors, our efforts help the American Cancer Society strive toward a future where cancer doesn't take the lives of our friends and family.

FCA Annual Golf Tournament

 Once again, it is time for the FCA Annual Charity Golf Tournament (PDF).

Our golf tournament will be on June 25, 2007, at the Tribute in The Colony. We will have an 8:00am, and 1:00pm shotgun start, with a 4 player scramble format. The tournament fee will be $125.00 per person. This fee includes a $25 gift card from PGA Tour Superstore, golf shirt, sleeve of balls, golf bag identification tag, goodie bag, cart fee, green fee, pairings, refreshments, and lunch. Also there will be a Hole-in-one contest, Closest to the Pin and Longest Drive Contest, and a silent Auction.

Help support the Frisco Area Fellowship of Christian Athletes and all that they do four our young athletes.

Homebuyer Workshop
 

The City of Frisco's February Homebuyer workshop will be held on Saturday, April 21, 2007 from 9 AM to 5 PM at Frisco City Hall, 6101 Frisco Square Blvd in Frisco, TX.

This program is provided free of charge and is sponsored by the City of Frisco, the City of McKinney and Consumer Credit Counseling Service and meets the 8-hour HUD Homebuyer Training requirement.  Participants will also learn more about the City of Frisco Down Payment Assistance Program for First Time Homebuyers.

4th Annual Curtsinger Golf Tournament

Come help Curtsinger Elementary and enjoy a good game of golf on May 6th!   Players will enjoy golf, dinner, and a fabulous gift bag.  The PGA Superstore is supplying $25 gift cards for every player!  In addition, players will be invited to a great pre-registration party on Friday night, May 4th at the PGA Superstore.  Every player that pre-registers at this event will receive an additional $25 gift card.  That's $50 for just playing in the event!  The PGA Superstore is also offering simulator golf lessons for the foursome with the highest round!  There will be a Hummer golf cart prize for anyone that makes a hole-in-one!  It will be a great time.

Format is a 4 person scramble - Shot Gun Start at Plantation Resort Golf Club.  Start time at 1:00pm.  Cost is $80 for adult players, which includes green fees, cart, dinner %& Cap.   Sponsorships are being accepted.

Mayor's Golf Classic

The annual Mayor's Golf Classic benefiting Frisco Family Services Center is set to be held on Monday May 7, 2007 at Stonebriar Country Club.  We are pleased to announce that Baylor Medical Center at Frisco is our title sponsor again this year.

Players of all skill levels are welcome to join Mayor Mike Simpson and other community leaders for an exciting day of golf while helping those in need.  This four person scramble offers participants an array of prizes including top three teams, longest drive, closest to the pin, putting challenge and the opportunity to win a vehicle on a hole in one. Players will have the opportunity to choose to play in a morning or afternoon tournament followed by an awards banquet and the opportunity to bid on fabulous auction items.  There are many opportunities to get involved with this tournament.  Frisco Family Services Center is currently looking for sponsors, players, auction and goodie bag donations. The cost for an individual player is $200 and includes breakfast/lunch or lunch/dinner, player gifts and more.   For those who aren't golfers, but would still like to participate, they can showcase their business by sponsoring a hole at the tournament.

Texas Tornado Advance!

Texas Tornado advance to South Finals with 9-2 win in Santa Fe - If there was any question to hockey fans if the 'Tornado still had it', those questions were answered emphatically this past Monday night in Santa Fe, as the Texas Tornado used a season-high 9 goals to crush the Santa Fe Roadrunners in the 5th and deciding game of their Semi-Final series, 9-2. The win means the Tornado will advance onto the South Division Finals for a 4th consecutive season, where they will face the St. Louis Bandits.  The Tornado have knocked the Bandits out of the playoffs the past three years, including a sweep in last year's South Division Finals.  Games 1 and 2 of the best of 5 series will begin this weekend in St. Louis on Friday, April 20th and Saturday, April 21st, both at 7:05pm at the Summit Center.  Both games can be heard live on the Tornado Hockey Network.  The Tornado will return home for Games 3 and 4 of the series at the Dr Pepper StarCenter in Frisco on Tuesday, April 24th and Wednesday, April 25th, both at 7:30pm.  Tickets for the Tornado playoff home games are on sale now, and can be purchased by stopping by or calling the Tornado office at 972-335-9800, or fans can Purchase Tickets Online.  Game 5, if necessary will be played back in St. Louis on Friday, April 27th at 7:05pm.  All times are central. Frisco Community Night

FC Dallas, The City of Frisco, The Frisco Independent School District and the Frisco Chamber have teamed up for community night at Pizza Hut Park on Thursday, April 26th.  The objective is to pack the park for this nationally televised game between the FC Dallas and the New York Red Bulls and promote the community of Frisco as a vibrant and supportive community.  This will continue to build the reputation of Frisco, in turn assisting Pizza Hut Park in recruiting additional high profile events.   
 
By selling out the stadium on April 26th, FC Dallas will also support the Frisco Education Foundation in two ways.  First, $2 from every ticket sold (except season tickets) will be donated to the Frisco Education Foundation, additionally $1 will be donated from the FC Dallas Foundation to the Frisco Education Foundation for every ticket that is used (both paid and comp seats).
 
As part of the campaign, every Frisco student, teacher and FISD employee, as well as every City employee will receive a voucher good for one complimentary ticket to the game, compliments of the Presenting Sponsor.

"HOW TO ENJOY SHAKESPEARE WITHOUT REALLY TRYING"

Countless people have had to endure Shakespeare by either being required to read it and analyze it to death in school or by being forced to attend performances of Shakespeare plays.  Well, there is a cure for "Barditis" and the Frisco Community Theatre (FCT) has the cure!

Attend the "How to Enjoy Shakespeare Without Really Trying" (A Free Workshop to Appreciate the "Bard") at the Frisco Arts Center in historic downtown Frisco and find out how to understand Shakespeare's language and how to overcome all your unhappy experiences with Shakespeare in the past. Let FCT members introduce you to the fun of seeing Shakespeare plays performed and prepare you for the summertime Shakespeare programs you can enjoy around the Metroplex.

Admission to the workshop is free and refreshments will be served. Seating is limited so reservations are required. Call 972-668-5180 to ensure your entry into the Bard's world.

The workshop is geared to adults. Young children might not find this as entertaining as teenagers and adults will.
