TxDOT S.H. 121 Public Hearing

Please pass this notice on to your HOA, E-Mail List and any other interested party.  For all those that have sent e-mails to your Council and Legislators, this is the time to let TxDOT hear your views.  You, the citzen and taxpayer, are the most important person in this loop and your opinion counts.  You have probably heard on the news tht this is a done deal and that is probably accurate. However, there is always hope that our representatives will take action to stop this.]
 

NOTICE OF PUBLIC HEARING


The Texas Department of Transportation (TxDOT) will conduct a Public Hearing for the proposed tolling of State Highway (SH) 121 main lanes from the Dallas North Tollway  (DNT) to United States (U.S.) 75 for a length of approximately 12.5 miles in Collin County.


The project is adjacent to the Cities of Plano, Frisco, Allen, McKinney and the Town of Fairview. The purpose of this Public Hearing is to  discuss the proposed tolling of the SH 121 main lanes within the project corridor that are currently in various stages of construction. The Public Hearing will be held on Monday, February 26, 2007 at Legacy Church, 4501 Legacy Drive, Plano, Texas 75024.

 

Prior to the Public Hearing, an Open House will be held from 6 p.m. to 7 p.m., to allow for questions and review of project exhibits. TxDot staff will be available to answer questions during the Open House. The Public Hearing will begin with a formal presentation at 7 p.m., followed by the public comment period.

 

There are no proposed changes to the footprint, locations or sizes of the previously designed ramps and main lanes. The proposed tolling of SH 121 would not require  additional right-of-way, displacements or relocations. As proposed, the toll facility would consist of a six lane controlled access facility with three lane continuous frontage roads.

 

Although the mainlanes of SH 121 are proposed for tolling, the frontage roads would remain as a non-toll alternative to the proposed toll facility. The proposed project would encroach in to the 100-year floodplain; however the improvements would not increase the base flood elevation to a level that would violate applicable floodplain regulations and ordinances.  An environmental re-evaluation has been prepared to research and identify potential changes to the natural, social, and economic environment that could occur as a result of implementing the proposed toll facility. The environmental re-evaluation, maps, and other drawings depicting the proposed project location and geometric design will be displayed at the Public Hearing.

All interested persons are invited to attend the Public Hearing. Persons requiring special  communication or accommodation needs should contact Jennifer Halstead at HNTB Corporation (972) 628-3167, at least two (2) working days prior to the Hearing so that appropriate arrangements can be made. Because the Hearing will be conducted in English, any request for language interpreters or other special communication needs should also be made at least two (2) working days prior to the Hearing. Every reasonable effort to accommodate these needs will be made. Verbal and written comments from the public regarding the proposed tolling can be presented at the Hearing.
